This section showcases a range of resources available to assist divisions or general practice networks (GPNs) and their partners in the establishment of Medicare Locals. It will continue to be updated as other products and services become available.

Network Performance Development Framework

The Network Performance Development Framework project is designed to demonstrate that the Divisions of General Practice Network is being pro-active about improving and measuring performance by:

  • demonstrating the effectiveness of the Network against a standard set of performance measures, and
  • assisting Network members to improve performance by using a valid improvement framework and process.

An additional underlying principle is to avoid adding an unnecessary reporting burden by streamlining the process of collecting and reporting data through rationalisation and using the same data sources for multiple purposes. This principle is translated into action in the project through integrating related process.

Over the past 12 months, the Network Performance Development Pilot Group has been actively involved in:

  • contributing to the development of performance indicators for primary health care organisations;
  • agreeing definitions to be used for measuring performance; and
  • testing data collection, reporting and analysing tools and processes.

To date, 22 national performance indicators have been developed and piloted with an additional three indicators currently in development. Two of the three indicators in development are engagement indicators, draft survey instruments are below:

  • Draft User Survey - survey tool and process for gathering feedback from service users (i.e. surveying patients/clients/users about the health service)
  • Draft Health Care Professional Survey - survey tool and process for gathering feedback from primary health care professionals (i.e. surveying primary health care professionals about the Medicare Locals).

The next phase of the project could involve participating in benchmarking activities at local, regional and national levels as appropriate.

Information Management Maturity Framework

An organisation's ability to process and manage information is at the core of organisational and managerial competence. GPNs manage numerous complex projects and are, in many areas, engage directly with population health planning and service delivery activities in their local communities. These activities place an ever increasing Information Management (IM) demand on GPNs.

In response to this environment the Department of Health and Ageing in association with AGPN developed the Information Management Maturity Framework (IMMF). The framework has been designed specifically for GPNs in Australia in order to build capacity in IM and enhance service delivery outcomes.

The guidelines for the establishment and initial operation of Medicare Locals, section 2.7.vii. Information Management and Information Technology (IM/IT) references the IMMF as a tool to assist Medicare Locals in implementing effective IM/IT systems.
